Amends the State Officials and Employees Ethics Act to prohibit state officials and legislators from appearing in their own names or images in public service announcements, advertisements, bumper stickers, buttons, magnets, and similar promotional items funded with public dollars.

Establishes a blackout period from September 1 through the day after a general election during which state officials and legislators cannot have their names or images included in public announcements related to state contracts or grants awarded by state agencies.

Allows state agencies to notify the public about contract or grant awards during the election blackout period, provided the notification does not include the names or images of officials or members.

Permits officials and legislators to attend public or private events associated with contract or grant awards and to be listed as attendees, despite the blackout restrictions.

Exempts campaign communications funded through expenditures required to be reported under the Election Code from these restrictions.
