Amends the School Code to prohibit school boards from charging fees for summer school courses in subject matters normally taught during the regular school term.

Removes previous language that allowed boards to collect charges up to the per capita cost of operation, with waiver provisions for indigent families or students with educational needs.

Modifies Section 10-22.33A to add explicit language stating "A school board may not charge for courses provided under this Section."

Adds new Section 34-18.49 to reinforce the prohibition on charging for summer school courses offered outside the regular school term.

Preserves the requirement that school boards may grant regular school credit for satisfactory completion of approved summer courses.
