Amends Section 14-6.01 of the School Code to specify that children with learning disabilities in Article 34 school districts cannot be denied promotion, graduation, or a general diploma based on failing a minimal competency test when the failure relates to their disabling condition.

Creates a new Section 34-18.49 establishing an optional committee on the retention of students in Article 34 school districts, composed of the superintendent or designee, a district administrator overseeing instruction and curriculum, a principal, and a teacher.

Requires schools to submit names of students recommended for retention to the committee by a specified date, and the committee reviews and makes final decisions on whether to retain each student.

Directs the retention committee to consider Response to Intervention data, student performance, attendance, participation, available remedial assistance, school resources, and whether the student has an undiagnosed learning disability when making promotion decisions.

Takes effect upon becoming law.
