Authorizes the Secretary of State to issue special registration plates designated "USS Illinois and the U.S. Submarine Force" for passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 lbs.

Charges a $40 fee for original plate issuance ($25 to USS Illinois Commissioning Committee and Support Fund, $15 to Secretary of State Special License Plate Fund) plus applicable registration fees.

Charges a $27 renewal fee for each registration period ($25 to USS Illinois Commissioning Committee and Support Fund, $2 to Secretary of State Special License Plate Fund) plus applicable registration fees.

Creates the USS Illinois Commissioning Committee and Support Fund as a special fund in the State treasury to provide grants supporting crew members and families of USS Illinois SSN 786.

Plate design and color determined by the Secretary of State in consultation with the USS Illinois Commissioning Committee; plates expire according to the multi-year registration procedure.
