Creates a Farmers' Market Task Force of at least 24 members appointed within 60 days, consisting of legislative representatives, state agency directors, local health officials, farmers, and agricultural representatives to develop statewide food safety standards.

Requires the Department of Public Health to adopt administrative rules for farmers' markets in consultation with the Task Force, with recommendations due by December 15, 2014 and the first annual report due by December 31, 2012.

Prohibits local health departments from creating sanitation guidelines more stringent than state rules, while still allowing local licensing and permitting requirements that are not unreasonable.

Establishes statewide standards for allowed farmers' market products including produce, baked goods, dairy, meat, poultry, and other specified items, with consistent enforcement across all counties.

Requires local health departments to issue written notices for noncompliance issues and allows the Task Force to request assistance from other entities to perform its duties.
