Authorizes the Secretary of State to issue special Operation Desert Shield/Desert Storm license plates to Illinois residents who earned the Southwest Asia Service Medal from the United States Armed Forces.

Plates may only be affixed to passenger vehicles of the first division, motorcycles, or motor vehicles of the second division weighing not more than 8,000 pounds.

Plate design, color, and format are at the Secretary's discretion, and plates may be issued as vanity or personalized plates in accordance with existing law.

Plates are not required to include the "Land of Lincoln" designation and expire according to the staggered multi-year procedure established for other Illinois license plates.

Act takes effect upon becoming law.
