Amends the Illinois Public Aid Code Section 1-10 to prohibit states from denying cash assistance under the Temporary Assistance for Needy Families (TANF) program (Article IV) based on drug-related felony convictions under state or federal law.

Maintains existing restrictions that Class X and Class 1 drug felony convictions disqualify individuals from cash assistance under other public aid programs.

Allows individuals convicted of non-Class X and non-Class 1 drug felonies to receive cash assistance after a 2-year waiting period, unless they are enrolled in a drug treatment, aftercare, or similar program.

Prohibits denial of food stamp benefits based on any drug-related felony conviction under state or federal law.
