Amends the School Code to expand the definition of "school district" to include cooperatives, joint agreements, charter schools, special charter districts, regional offices of education, local agencies, and the Department of Human Services.

Requires the State Board of Education to develop recognition standards for student performance and school improvement in all public schools.

Limits adequate yearly progress indicators to state assessments in reading and mathematics, student attendance rates at elementary level, graduation rates at high school level, and participation rates on student assessments.

Prohibits the State Board of Education from establishing separate performance standards for students based on race or ethnicity.
