Amends the Silent Reflection and Student Prayer Act to allow students to voluntarily engage in prayer and religious-based meetings during the school day, specifically during noninstructional time (before classes begin or after classes end).

Defines "noninstructional time" as time set aside by a school before actual classroom instruction begins or after actual classroom instruction ends.

Permits individually or collectively initiated, non-disruptive prayer or religious meetings, including prayer groups, BIBLE clubs, and "meet at the flagpole for prayer" days, provided they are not sponsored, promoted, or endorsed by the school or school employees.

Guarantees students' right to free exercise of religion and freedom from pressure by the State to engage in or refrain from religious observation on public school grounds.

Takes effect upon becoming law.
