Amends Section 5-125 of the Juvenile Court Act of 1987 to establish concurrent jurisdiction allowing minors to be prosecuted for traffic, boating, fish and game law violations, and municipal or county ordinance violations in regular courts without juvenile court procedures.

Requires that any detention of minors must still comply with the Juvenile Court Act procedures.

Extends confidentiality protections from Part 9 of the Juvenile Court Act to law enforcement and court records for minors under 18 prosecuted for municipal or county ordinance violations.

Exempts the confidentiality provisions from applying to the actual proceedings to adjudicate ordinance violations.

Defines "traffic violation" to include reckless homicide offenses under state criminal codes and Section 11-501 of the Illinois Vehicle Code, as well as similar county or municipal ordinances.
