Allows a driver operating a motor vehicle to secure 2 children (ages 8-15) in one seat belt when there are more children of that age in the vehicle than available seat belts, provided this is done out of necessity.

Amends Section 12-603.1 of the Illinois Vehicle Code to add an exception to seat belt requirements for drivers in situations where child passengers exceed available seat belts.

Modifies the Child Passenger Protection Act (Section 4a) to permit securing 2 children (ages 8-15) in one seat belt when more children than seat belts are present in the vehicle.

Modifies Section 4b to permit young drivers (under 18) and drivers over 18 to secure 2 children (ages 8-18) in one seat belt out of necessity when child passengers exceed available seat belts.

Changes apply to both drivers and persons transporting children, creating an affirmative defense against seat belt violations when multiple children require restraints but insufficient seat belts are available.
