Requires law enforcement agencies to make arrest information available to news media within 72 hours, including arrestee identification, charges, arrest time and location, investigating agency name, bail amounts, and custody status.

Allows law enforcement to withhold specific arrest details if disclosure would interfere with pending investigations, endanger safety of personnel or others, or compromise correctional facility security.

Permits law enforcement agencies to charge fees for arrest records limited to actual copying and reproduction costs, excluding labor costs.

Requires law enforcement agencies to delete or retract arrest records upon request from a chief of police, county sheriff, or State's Attorney when an investigation reveals the arrested person was not the individual the arresting officer believed them to be.

Applies the same arrest record procedures to both state agencies under the State Records Act and local government agencies under the Local Records Act.
