Amends the Illinois Procurement Code to re-enact Section 1-13 regarding procurement rules for public institutions of higher education and adds new Section 1-13.1.

Extends the repeal date of Section 1-13 from December 31, 2014 to December 31, 2016, allowing continued procurement exemptions for higher education institutions.

Establishes reporting requirements for public universities to publish exempt contract notices in the Procurement Bulletin within 14 calendar days and submit monthly reports to the Chief Procurement Officer.

Validates all actions taken under Section 1-13 by higher education institutions, persons, and entities since December 20, 2011, and declares the section shall remain in continuous effect until further repeal.

Takes effect upon becoming law and applies retroactively to all procurements made on or before the effective date.
