Allows municipalities and counties in Cook, DuPage, Kane, Lake, Madison, McHenry, St. Clair, and Will counties to operate automated traffic law enforcement systems (red light cameras) to enforce red light violations, with recorded images showing time, date, and location.

Prohibits non-home rule units within designated counties from enacting or enforcing automated traffic law enforcement systems on or after January 1, 2017.

Establishes civil penalties not exceeding $100 for red light violations recorded by automated systems, plus up to $100 additional penalty for failure to pay or complete a required traffic education program; violations do not appear on driving records.

Requires municipalities and counties to post signs at monitored intersections, provide website access to violation images, conduct safety impact analysis, and ensure yellow light intervals comply with Illinois Manual on Uniform Traffic Control Devices (IMUTCD).

Exempts vehicle lessors from liability for violations during lease periods if they provide lessee information within 60 days of request, and prohibits system compensation from being based on number of citations or revenue generated.
