Extends the deadline for filing a request for review of Open Meetings Act violations from 60 days to up to 2 years after the alleged violation if the facts were not discovered within the initial 60-day period and discovered through reasonable diligence.

Changes apply only to violations alleged to have occurred at meetings held on or after the effective date of this amendment.

Allows the Attorney General to resolve requests for review through mediation or alternative means rather than issuing a binding opinion, with such decisions being non-reviewable.

Requires the Attorney General to issue a binding opinion within 60 days of initiating review unless the timeframe is extended by no more than 21 business days for stated reasons.

Public bodies that rely in good faith on advisory opinions from the Attorney General regarding Open Meetings Act compliance are not liable for penalties under the Act.
