• Amends the State Finance Act to extend the period for paying outstanding liabilities from expired appropriations from 2 months to October 15 for fiscal year 2017 and thereafter, except claims without proper invoices by August 31 may be paid through October 15.

• Creates subsection (b-10) establishing that outstanding liabilities as of June 30 payable from expired appropriations may be paid during the 2-month period ending August 31, with claims lacking proper bills or invoices receivable by August 31 payable through October 15.

• Maintains existing provisions allowing special lapse periods for specific payments including tuition reimbursements (4 months to October 31), medical payments by various departments (4 months to October 31), and Healthcare and Family Services Medical Assistance payments (6 months to December 31).

• Caps aggregate payments to be made without fiscal year limitations at specified amounts ranging from $6,000,000,000 for fiscal year 2012 down to $0 for fiscal year 2021 and thereafter.

• Takes effect immediately.
