Amends the Illinois Public Aid Code to expand psychiatric mental health service reimbursement to "qualified mental health professionals as defined by the Department" rather than limiting coverage to psychiatrists only.

Extends telepsychiatry reimbursement coverage through the Department of Healthcare and Family Services to recipients under age 21, with services provided by qualified mental health professionals and federally qualified health centers.

Requires the Department to establish rules defining criteria for telepsychiatry reimbursement, including facility and equipment standards at both service sites and requiring a physician or licensed health care professional to be present at the patient's location.

Requires the Department to establish reimbursement methodologies for telepsychiatry mental health services by rule.
