Amends the Illinois Public Aid Code to require the Department of Healthcare and Family Services to reimburse psychiatrists and federally qualified health centers for mental health services provided via telepsychiatry to all Medicaid recipients.

Expands reimbursement to include qualified mental health professionals (as defined by the Department) and federally qualified health centers for telepsychiatry services provided to recipients under age 21.

Requires the Department to establish rules establishing criteria for reimbursable telepsychiatry services, including facility and equipment standards and requirements that a physician or licensed health care professional be present at the patient's location.

Requires the Department to establish a reimbursement methodology for providers delivering mental health services via telepsychiatry.

Subjects reimbursement rates to potential reduction by the Department in accordance with Section 5-5e of the Illinois Public Aid Code beginning July 1, 2012.
