IL HB0229

Amends the Counties Code to apply Division 5-44 powers and authorities specifically to DuPage, Lake, and McHenry Counties and units of local government within those counties.

Removes the previous population-based criteria (counties with population between 900,000 and 3,000,000 contiguous to a county with over 3,000,000 population) and replaces it with explicit county designation.

Adds conservation districts organized under the Conservation District Act to the list of entities excluded from the definition of "unit of local government" subject to county board appointment authority.

Effective upon becoming law.
