Creates the Illinois Lions Fund as a special fund in the State treasury to support Lions Club charitable activities.

Authorizes the Secretary of State to issue International Lions Club special license plates for passenger vehicles and motor vehicles weighing not more than 8,000 pounds.

Charges a $35 fee for original issuance of the plates, with $20 deposited into the Illinois Lions Fund and $15 into the Secretary of State Special License Plate Fund for administrative costs.

Charges a $22 renewal fee per registration period, with $20 deposited into the Illinois Lions Fund and $2 into the Secretary of State Special License Plate Fund.

Directs all Illinois Lions Fund money to be distributed as grants to the Lions of Illinois Foundation for Lions Clubs, Lioness Clubs, and Leo Clubs to fund detection, treatment, and rehabilitation services for visual and hearing impairments.
