IL HB0245

Increases the threshold for public improvement contracts requiring competitive bidding from $20,000 to $30,000 in municipalities under 500,000 population (Section 4-5-11).

Raises the threshold for materials purchased in force account construction projects from $20,000 to $30,000, requiring competitive bidding only for materials at or above this amount.

Applies the same $30,000 threshold increase to municipalities of less than 500,000 population for public improvement contracts not funded by special assessment or taxation (Section 8-9-1).

Maintains existing exemptions allowing municipalities to bypass competitive bidding with proper council or aldermen approval votes.

Takes effect upon becoming law.
