Amends the Open Meetings Act to allow courts to declare null and void final actions taken at open meetings that violate the Act, in addition to actions taken at closed meetings.

Restricts the ability to challenge open meeting violations through court action to civil cases commenced within 60 days of the meeting, and only when the alleged violation is directly and substantially related to the final action being challenged.

Protects records obtained by a State's Attorney from public bodies for compliance review from public disclosure under the Freedom of Information Act.

Allows courts to assess reasonable attorney's fees and litigation costs against private parties bringing actions only if the court determines the action is malicious or frivolous in nature.

Takes effect upon becoming law.
