Amends the Park District Aquarium and Museum Act to require aquariums and museums in public parks to offer free admission to Illinois residents for a 3-year period beginning on the effective date of this act.

Persons 23 years of age and younger must receive 52 free days of admission annually, with at least 6 days occurring between June and August.

Persons older than 23 years of age must receive 26 free days of admission annually, with at least 6 days occurring between June and August.

Maintains existing requirements that school children in grades kindergarten through twelve accompanied by a teacher receive free admission at all times.

Permits charges for special services, special facilities, and educational or entertainment programs, with all admission fee proceeds devoted exclusively to aquarium and museum operations.
