HB0268 - Commission on Taxpayer Oversight and Reduction of State Spending

• Creates an 8-member Commission in the Governor's Office of Management and Budget with members appointed by the President of the Senate, Speaker of the House, and both Minority Leaders, plus 2 non-voting advisory members appointed by the Governor.

• Authorizes the Commission to conduct investigations, review the Governor's budget for spending reduction recommendations, evaluate agency and grant recipient programs for efficiency, and consider consolidations or elimination of mandated expenditures.

• Requires the Commission to conduct at least one public hearing before issuing any report and file reports with the Governor, Secretary of the Senate, and House Clerk.

• Mandates the Governor respond in writing within 30 calendar days to each Commission report, stating whether each recommendation is accepted or rejected and providing reasons for rejection or description of compliance actions.

• Requires state agencies to provide the Commission with requested records, data, documents, and analyses without delay to support investigations.
