Governor shall select 5 state agency programs by August 1, 2015, to serve as test cases for a continual performance measurement system.

Governor and applicable agency director shall jointly identify specific and measurable goals, establish consequences for failing to meet goals, and create incentives for exceeding goals.

Each designated agency shall post goals, performance criteria, consequences, and incentives on its website and the budgeting for results website, updated quarterly.

Number of test cases expands to 10 programs in fiscal year 2017 and 15 programs in fiscal year 2018, each administered by separate state agencies.

Commission on Government Forecasting and Accountability shall review test case results and report findings to the General Assembly annually; General Assembly shall consider consequences and incentives during budget hearings.
