Allows school boards to provide free transportation for pupils within 1.5 miles of school when walking constitutes a serious safety hazard due to violent crime risk, in addition to existing hazards from vehicular traffic or rail crossings.

Requires the Department of State Police to adopt guidelines defining what constitutes a serious safety hazard due to significant risk of violent crime.

Mandates the Department of State Police review school board findings on violent crime risks and approve or disapprove the transportation determination within 30 days of submission.

Requires school boards to annually review conditions to determine whether hazardous conditions remain unchanged, with the State Superintendent able to request verification from the Department of State Police.

Effective immediately upon becoming law.
