IL HB0342

Creates the 72-Hour Budget Review Act requiring appropriation and revenue bills to be publicly available for at least 72 hours before a hearing or vote, excluding Saturdays, Sundays, and holidays unless the chamber is in session.

Requires amendments to appropriation or revenue bills to be publicly available at least 24 hours before a vote, and striking amendments to be available at least 48 hours before a vote, with the same day-exclusion rules.

Applies time limitations each time a new version of an appropriation or revenue bill is considered, including conference committee recommendations.

Allows the General Assembly to waive time requirements by an affirmative two-thirds vote of the full committee or chamber, but requires a statement in the bill report and on the General Assembly website acknowledging the waiver.

Takes effect immediately upon becoming law.
