Deletes the prohibition on construction of new nuclear power plants in Illinois that required approval from the Illinois Environmental Protection Agency Director regarding high-level nuclear waste disposal.

Removes the requirement that the U.S. Government identify and approve a demonstrable technology for disposing of high-level nuclear waste before new nuclear plant construction could commence.

Eliminates the definition of "high level nuclear waste" from the Public Utilities Act.

Allows new nuclear power plant construction to proceed under the standard certificate of public convenience and necessity review process conducted by the Illinois Commerce Commission.

Takes effect immediately upon enactment.
