Removes the statewide prohibition on taking bobcat and allows bobcat hunting and trapping during the annual open season from November 1 to February 15.

Requires hunters and trappers to obtain a "Bobcat Hunting and Trapping Permit" with a fee not exceeding $5 before legally hunting or trapping bobcat.

Limits bobcat harvest to one bobcat per permit and requires pelts to be tagged in accordance with federal regulations (50 CFR 23.69(e)).

Mandates that bobcat harvest be "non-detrimental" as defined by federal regulations and subject to approval by the United States Fish and Wildlife Service.

Authorizes the Department to limit the number of available permits each season and regulate bobcat harvest through administrative rules to ensure sustainability.
