Amends the State Records Act to include "born-digital electronic material," "digitized electronic material," and combinations thereof in the definition of records that state agencies must preserve.

Amends the Local Records Act to include the same types of electronic materials in the definition of public records for local government agencies and courts.

Requires Local Records Commissions to establish procedures for the management and preservation of electronically generated and maintained records in their regulatory standards.

Allows agencies to reproduce public records in microfilm or digitized electronic format and dispose of originals if the reproduction meets durability, accuracy, and accessibility standards, with Commission notification.

Repeals the Filmed Records Certification Act and the Filmed Records Destruction Act, and updates emergency management references by replacing "State Civilian Defense agency" with "Illinois Emergency Management Agency."
