Allows the Secretary of State to accept electronic payments in addition to personal or company checks for vehicle registration fees and taxes submitted by mail.

Permits electronic payments as a form of remittance for vehicle registration agents, alongside money orders and checks, when payments are made directly to the Secretary of State or Illinois Department of Revenue.

Authorizes the Department to charge a $3 service fee for any dishonored payment (expanded from checks only to include all payment types) returned for any reason.

Applies electronic payment options to remittance agent licensing and renewal fees, bond requirements, and other transportation-related fee payments under the Illinois Vehicle Code.
