Restructures Section 3-7 of the Criminal Code of 2012 to reorganize periods excluded from criminal prosecution statutes of limitation into numbered paragraphs (1-7) rather than lettered subsections (a-f).

Adds new paragraph (7) to exclude time periods when sexual assault evidence is collected and submitted to the Department of State Police until analysis is completed, including laboratory testing and comparison with state and federal DNA databases.

Defines "completion of the analysis of the submitted evidence" to mean analysis of collected evidence, conducting of laboratory tests, and comparison with genetic marker information maintained by the Department of State Police and the FBI's National DNA database.

Adds definitions for "sexual assault" (as defined in the Sexual Assault Survivors Emergency Treatment Act) and "sexual assault evidence" (as defined in the Sexual Assault Evidence Submission Act).

Maintains existing exclusions from statute of limitations including defendant's absence from state, public officer theft charges, pending prosecutions for same conduct, grand jury subpoena proceedings, and material witness military duty.
