Amends Section 3-634 of the Illinois Vehicle Code to allow Illinois Fire Fighters' Memorial license plates to be issued for motorcycles in addition to passenger vehicles, motor vehicles of the second division weighing not more than 8,000 pounds, and recreational vehicles.

Requires the Secretary of State to issue a motorcycle-specific version of the special registration plates authorized under this section.

Charges a $27 fee for original issuance ($15 to Secretary of State Special License Plate Fund, $12 to Illinois Fire Fighters' Memorial Fund) and a $17 fee for renewal ($2 to Special License Plate Fund, $15 to Memorial Fund).

Dedicates Illinois Fire Fighters' Memorial Fund proceeds to maintaining the memorial, holding annual commemoration and Medal of Honor ceremonies, and providing scholarships for graduate and undergraduate study to children and spouses of firefighters killed in the line of duty.

Permits up to 10% of annual Memorial Fund proceeds for Illinois Fire Fighter Museum exhibits and maintenance, with allowance to exceed this limit for emergency structural repairs upon approval by the Illinois Fire Fighters Memorial Foundation board.
