Amends the Respiratory Care Practice Act to expand the definition of "basic respiratory care activities" to include transferring oxygen devices with a liter flow of 6 liters per minute or less under proximate supervision of licensed personnel.

Allows unlicensed individuals without a license to perform basic screening spirometry (peak flow, forced vital capacity, slow vital capacity, maximum voluntary ventilation) if certified by the National Institute for Occupational Safety and Health, American Association for Respiratory Care, or similar accepted certification programs.

Permits unlicensed and non-credentialed individuals delivering respiratory care equipment to deliver, set up, calibrate, and demonstrate mechanical operation of devices (oxygen, concentrators, ventilators, etc.) after receiving documented training and demonstrating competency under licensed practitioner supervision.

Requires that clinical instruction on equipment use, patient monitoring, assessment, and treatment effectiveness evaluation be performed only by licensed respiratory care practitioners or other licensed health care professionals within their scope of practice.

Allows respiratory care practitioners licensed in other jurisdictions to provide care in Illinois during declared emergencies, as organ procurement team members, or as part of medical transport teams transporting patients into or out of the State.
