Increases the competitive bidding threshold from $20,000 to $25,000 for contracts involving supplies, materials, or work in conservation districts, forest preserve districts, and park districts.

Applies the new $25,000 threshold to the Conservation District Act (70 ILCS 410/6), the Downstate Forest Preserve District Act (70 ILCS 805/8), and the Park District Code (70 ILCS 1205/8-1).

Contracts exceeding $25,000 must be let to the lowest responsible bidder after due advertisement, with exceptions for work requiring personal confidence or supplies under monopoly control where competitive bidding is impossible.

For park districts, competitive bids involving expenditures over $25,000 must be sealed, opened publicly by board members or employees, and bidders must receive at least 3 days notice of the bid opening.

Takes effect upon becoming law.
