HB0424 - Home Birth Safety Act

• Establishes licensure and regulation of midwives in Illinois by the Department of Financial and Professional Regulation, effective January 1, 2016.

• Creates the Illinois Midwifery Board with 7 members (4 licensed midwives with CPM credentials, 1 physician, 1 certified nurse-midwife, 1 public member) to recommend rules and conduct disciplinary hearings.

• Sets qualifications requiring midwife candidates to hold an associate's degree or higher, complete specific college coursework, pass NARM certification exam, and maintain current CPM credential.

• Defines midwifery practice scope including prenatal care, independent delivery, newborn care, and emergency measures while prohibiting labor induction drugs, pain management drugs, forceps, and surgical procedures.

• Amends Medical Practice Act, Nurse Practice Act, and Illinois Public Aid Code to recognize licensed midwives as authorized practitioners; repeals on January 1, 2026.
