Allows school boards to discontinue instructional mandates in the Courses of Study Article by publicly adopted resolution if state payments to the district are delayed for at least one payment cycle.

Defines "instructional mandate" as any state law requiring school districts to devote time to instruction or student engagement in a subject or course.

Prohibits discontinuance of requirements in Sections 27-5, 27-6, 27-7, 27-22, and 27-24 through 27-24.8 of the School Code, which remain mandatory.

Requires school districts to provide students with requested information about any discontinued instructional mandates.

Permits the State Board of Education to adopt rules for implementing this provision.
