• Amends the Illinois Horse Racing Act to increase inter-track wagering location licenses from 6 to 9 for tracks in counties over 230,000 population bordering the Mississippi River, and to 16 and 18 for tracks in Stickney Township and Palatine Township in Cook County respectively.

• Increases the distance requirement for inter-track wagering location licensees initially licensed after December 31, 2013 from 5 miles to 8 miles from active race tracks (outside Chicago).

• Transfers an inter-track wagering location license authorized in 2016 from a Rock Island County race track to a commonly owned Cook County race track and retains its purse distribution status.

• Amends the Raffles and Poker Runs Act to permit law enforcement agencies and statewide associations representing law enforcement officials to organize raffles that may be sold statewide, with licensing only required from the county or municipality where the key location is situated.

• Clarifies that raffle sales by law enforcement entities are exempt from restrictions limiting municipal and county raffle sales to their respective borders.
