Amends the Illinois Vehicle Code to allow violations of construction zone speed limits to be handled without requiring a court appearance.

Establishes speed limit requirements for construction or maintenance zones both when workers are present and when workers are not present.

Sets minimum fines of $250 for first violations and $750 for second or subsequent violations, classified as petty offenses.

Directs additional fees of $125 (first violation) or $250 (subsequent violations) to Transportation Safety Highway Hire-back Funds for hiring off-duty police officers to monitor construction zones.

Authorizes driver's license suspension for 90 days for a second or subsequent violation within 2 years, but only if both violations occurred when workers were present in the construction zone.
