Changes physical education from mandatory ("shall") to optional ("may") for school boards in public schools and State universities, affecting Sections 27-5 and 27-7.

Modifies Section 27-6 to make daily physical education courses optional rather than required for pupils, while maintaining exemptions for certain students (athletes, those needing academic classes, special education students).

Makes physical fitness assessments optional for schools beginning in the 2016-2017 school year, replacing the mandatory requirement with "may allow" language in Section 27-6.5.

Removes the requirement that the State Board of Education prepare and make available guidelines for physical education across various grades and types of schools.

Extends the duration of approved physical education waivers or modifications from 2 school years (renewable up to 2 times) to 5 school years under the existing waiver procedures in Section 2-3.25g.
