Requires law enforcement to advise foreign nationals within 48 hours of booking that they have the right to communicate with their country's consulate, consistent with the Vienna Convention on Consular Relations.

Mandates that if a foreign national requests consular notification or notification is required by law, law enforcement must notify the appropriate consular officer in accordance with U.S. Department of State instructions.

Ensures foreign nationals in custody are allowed to communicate, correspond with, and be visited by consular officers from their country.

Requires courts to advise defendants at their initial appearance that foreign nationals have the right to consular notification and communication, and must create a written record of this advisal.

Grants courts authority to continue proceedings if consular notification was not provided before first appearance, with any resulting delay temporarily suspending the trial timeline under Section 103-5.
