Charter schools must comply with all non-curricular health and safety requirements applicable to public schools under Illinois law, with the State Board required to promulgate and post a list of such requirements by September 1, 2015, updated annually.

Charter school contracts must include provisions requiring compliance with the State Board's list of non-curricular health and safety requirements and any additions to the list during the charter term.

Authorizers may include additional non-curricular health and safety requirements in charter school contracts beyond those on the State Board's list, including requirements from the authorizing local school board.

New charter schools established in cities with populations exceeding 500,000 are limited to one campus operation.

A moratorium on establishment of virtual-schooling charter schools in school districts other than Article 34 districts is in effect from April 1, 2013 through December 31, 2016, with the Commission required to submit a report on virtual-schooling effects by March 1, 2014.
