IL HB1402

Amends the School Code to require every public elementary and middle school to include a curriculum unit on Black History, including the African slave trade, slavery in America, and slavery's lasting effects in the United States.

Mandates that Black History instruction cover both individual African-American contributions to government, arts, humanities, and sciences, as well as the collective socio-economic struggle for fair and equal treatment under law.

Requires students to complete Black History study before completing 8th grade or graduating from high school; permits schools to meet this requirement through online programs or courses.

Directs the State Superintendent of Education to prepare instructional materials, including those from the Amistad Commission, as guidelines for school boards developing Black History curricula.

Requires all public universities (University of Illinois, Southern Illinois University, Chicago State, Eastern Illinois, Governors State, Illinois State, Northeastern Illinois, Northern Illinois, and Western Illinois) and all community colleges to offer Black History courses with similar content requirements; allows universities and colleges to offer courses online.
