HB1415 Summary

• Requires LINK cards (electronic benefits transfer cards for SNAP and cash benefits) issued on or after January 1, 2016 to display the name and photo of the primary cardholder.

• Allows primary cardholders to optionally list the names of secondary authorized users on the card.

• Restricts LINK card use to the primary cardholder (if photo matches) or secondary cardholders who present a current valid photo identification confirming their authorization.

• Directs the Department of Human Services to begin transitioning to photo-ID LINK cards immediately upon the Act's effective date, with full completion required by January 1, 2016.

• Takes effect immediately upon becoming law.
