Defines "Exceptional Quality biosolids" as sewage treatment plant solids meeting federal standards for pollutant concentrations, pathogen levels, and vector attraction reduction per 40 CFR 503.13, 503.32, and 503.33.

Exempts Exceptional Quality biosolids from regulation as sludge or waste when sewage treatment plants maintain required documentation for 5 years, including pollutant testing, pathogen certifications, and annual quantity records.

Prohibits application of unbagged Exceptional Quality biosolids to snow-covered or frozen ground and requires agricultural application to follow recommended rates and best management practices for water quality protection.

Requires persons importing unbagged Exceptional Quality biosolids from other states to maintain the same documentation and records for 5 years and make them available to the Agency upon request.

Defines "bagged" biosolids as material contained in bags or receptacles with capacity of one metric ton or less, such as buckets, boxes, or trailers.
