IL HB1453

Establishes minimum fines of $150 for first violations and $300 for second or subsequent violations of school zone speed limits (20 mph), with violations classified as petty offenses.

Creates new aggravated offenses for excessive speeding in school zones: Class B misdemeanor for 26-34 mph over the limit, and Class A misdemeanor for 35+ mph over the limit.

Adds $50 surcharge per school zone violation to fund school safety programs including the Safe Routes to School Program and caution light installation on school speed zone signs.

Increases minimum fines for construction/maintenance zone speed violations to $250 for first violations and $750 for subsequent violations, with new aggravated misdemeanor charges for excessive speeding.

Adds $125-$250 surcharges from construction zone violations to fund off-duty state police and county police officer monitoring of construction zones, and prohibits court supervision for violations of Section 11-605 and aggravated construction zone speeding (Section 11-605.1(d-5)).
