• Establishes statewide electronic products recycling goals starting at 2.5 pounds per capita in 2010, with individual manufacturer goals of 40% recycling/reuse rate by 2012 and 50% by 2013-2014.

• Modifies program year 2015-2017 goals to total weights (30.8 million pounds for TVs and monitors, 15.8 million pounds for other devices in 2015; 34 million and 15.6 million pounds respectively in 2016-2017).

• Requires beginning January 1, 2016 that all recycling and refurbishing facilities used by collectors be certified by Responsible Recycling (R2), e-Stewards, or equivalent EPA-recognized programs.

• Establishes tiered penalty structure: $0.70 per pound shortfall in 2012-2014; reduced to $0.45-$0.35 per pound for 2015 and beyond based on recycling achievement levels.
