Creates a new Cystic Fibrosis special registration plate available to eligible applicants in Illinois through the Secretary of State.

Plates apply only to passenger vehicles of the first division or motor vehicles of the second division weighing not more than 8,000 lbs.

Original issuance fee is $25 ($10 to Cystic Fibrosis Fund, $15 to Secretary of State Special License Plate Fund); renewal fee is $25 ($23 to Cystic Fibrosis Fund, $2 to Secretary of State Special License Plate Fund).

Establishes the Cystic Fibrosis Fund as a special state treasury fund for grants divided evenly between Chicago and Peoria offices of the Greater Illinois Chapter of the Cystic Fibrosis Foundation for research, education, awareness, and treatment.
