• Requires the Department of Lottery to offer a special instant "After-School Rescue" scratch-off game beginning January 1, 2016, or as soon thereafter as practical.

• Creates the After-School Rescue Fund to receive net revenue from the scratch-off game, with funds appropriated solely to the Illinois State Board of Education for grants to at-risk schools for extracurricular and after-school programs.

• Defines "net revenue" as total ticket sales minus prizes paid out and actual administrative expenses directly related to the game.

• Department must not unreasonably diminish marketing efforts for other instant scratch-off games while the After-School Rescue game is being sold.

• Department may adopt rules in consultation with the Illinois State Board of Education to implement and administer the program; effective immediately upon enactment.
