Amends the Illinois Dental Practice Act Section 9 to modify qualification requirements for dental license applicants.

Removes provisions requiring internationally-trained dentists to obtain certification from a dean or program director demonstrating equivalent scientific knowledge and clinical competence.

Requires internationally-trained dental graduates to complete a minimum of 2 academic years of general dental clinical training at an approved U.S. or Canadian dental school, with no option to substitute advanced dental education programs.

Maintains existing requirements that all applicants must pass the National Board Dental Examination and a regional dental testing examination (CRDTS, SRTA, WREB, NERB, or CITA).

Allows the Secretary to suspend a regional testing service if examination integrity is breached or if the test is fundamentally deficient in testing clinical competency.
